Individuals, households, communities, societies.  They all have expectation to develop their livelihoods and ensure their welfare is taken care of.  There are different issues related to rural development (access to capital, resources, networks) from urban development (dealing with density and competition for resources) and dependent on the scale and profile (needs of women’s groups, smallholder associations …)

 Helping communities to organise themselves is a key focus of development.
